To Prologue or not to Prologue

     I am writing a book intending to self-publish it.  Everything I've read and been told tells me that I need to allow at least a 15% preview so that people can be interested enough to purchase the book.  Really?  Seriously?  A preview for a 99 cent book?  Anyway, that ridiculousness aside, the book I'm writing starts out with character profiles for the three main characters ... not much in the way of story line until the 4th chapter.
    I've been struggling with whether or not I should rewrite the first chapter to have more "grab" power or write a prologue to include before the first chapter and hope that gives enough "grabbiness" to get readers interested. 
  I propose that question to you, my faithful readers:  To prologue or not to prologue?
